I am told there is a seal behind this cast part. Can this part be serviced without pump removal? How do you get the bolts out?

That's the port for the variable speed assist on the PS pump.
There is a o-ring between that cast part and the PS pump body.
There are also a few o rings inside that part as well if I remember correctly
I do not think you can take that off without removing the PS pump.
You can get the O-ring seperately or as part of a PS pump rebuild kit.

If $$ isn't an issue you can also get a rebuilt PS pump with that port on it already.Cardone Remanufactured - Power Steering Pump

Pay attention to the reman or new p/s pump you buy. I just installed a reman on my 97 tahoe yesterday and it came with no sensor or cast piece. I had to remove the existing one from my old pump.

I did get all the new o-rings I needed though. fyi.
