Problem with HID's... low voltage?

I got in the hoe to leave last night and when I turned my key on, the low beams flickered for about a full second, then they started to light up. Before they got fully lit, they shut off, and would not come back on. Today, I turned on the headlights while looking at the reflection in a window, and they flickered again. I turned them off, and waited about thirty seconds and turned the switch on again... nothing. The only thing weird that I noticed was my factory voltmeter was about halfway between 9 and 14. Any ideas on where to start?

Oh, and the high beams and fogs worked fine, so that's what has me confused. Just the low beams were acting up.

mine was doing that i just got them warrantied by ddm and they told me i had a faulty wiring harness and ballast. I havent hooked them up yet to see if that fixed the issue.

I don't know about the voltage either. Sometimes it runs like normal, about 14.5 volts, and then other times it drops to around 12. Maybe my battery is getting bad. My Tahoe has about 65k miles.

Ok, sounds like a place to start. Do you guys think I need a relay?

I did, auto headlights, helped all my issues. But yes, they sense a voltage issue, the ballast won't fire.
