This may not be it at all, but some people have problems because the back of the HVAC panel is exposed and if you take out the radio and the antena cable touches the exposed circuit board, it will cause a short. This could possibly be related to your problem

x2 on the heater/fan control. Ive been through a few of them...also it could be the resistor element thing behind the glove box in the actual hvac. If you dop the glove box all the way its right there, you cant miss it (I forget what its called). That part you can get at autozone and places like that. You can find heater/fan control units on ebay for around 100 bucks...On another note any Tahoe with rear air is for A/C only, not heat. Hope this helps.

Sad to say... but you can find a whole bunch of obs Chevy's in the junkyard, but on a brighter note, they make finding replacement parts easy lol

unknown at this time.
The fan control should not be affected by the circuit board. Its wiring on it own connector according to the diagram although in the off position it dos disable compressor commands. On all speeds except for hight it goes thru fuse #12 on the i/p fuse panel and thru the resistor. On high current from that same fuse triggers a relay direct connects the fan to a 50A fuse under the hood. so if you check for voltage at the fuses and at the blower motor you can find the problem right away.

If the fan isn't blowing at all and the fuses are good I seriosly doubt its anything else other than what I have described... ive had my truck since new and have replaced it three times and it was having the exact same symptoms. Also when you pull the control unit check the plug in the back to make sure you're getting good contact. It caused mine to short out until I bent the prongs out a little. Its very easy to replace.

So.. Where exactly is this board located at?... Also would that cause the rear to only be cold air?.. i thought you could control the rear with the temp in the front... are you sure its only a/c in the rear?
