Guys, a lot of you don't understand what DOT certification means and how it relates to HIDs.
DOT certification isn't issued by the government, it's a self certification process that the manufacturers do to certify that their parts are within certain parameters. The DOT does not certify anything, although they might randomly test manufacturer certified parts.
Furthermore the DOT isn't the agency in charge of federal law in this regard, the laws are within the NHTSA jurisdiction and enforcement of said laws via state/local law enforcement, and where applicable safety inspectors (state inspection).
This is all to say that so far as the NHSTA and the law is concerned, modifying your vehicle's original critical lighting from halogen to HID, even if done with DOT certified parts, does not satisfy the law ... in fact, even we who retrofit our headlights with stupid expensive OEM parts/projectors, are still illegal. So even if I properly installed an OEM Escalade projector in my Denali, I am breaking the law.
Now the chances of me getting pulled over with an OEM retrofit on my Denali is actually less than if I drove a stock Escalade, and that's because Escalade projectors are famous for being aimed too high from factory. And since my bulbs are 4300K to 5000K, my beam is confined and aimed properly, the chances of me getting hassled for them is almost nil.
Still, as far as the law is concerned my $1500 oem setup is as illegal as sticking a crappy $50 PnP kit in stock reflectors ... difference is I not only see better, but I don't blind anyone in the process.
And on a side note ... can we please drop the whole 'I've been driving around for x time and haven't been flashed' argument? Glare is not the same as having your highs on (for which someone gets flashed), it's just disturbing/hazardous to oncoming traffic ... you might not get flashed but you're still being a nuisance to others and putting light in places which don't help you see. Not to mention it's an invitation for a leo to pull you over.

PS. Individual states often have additional laws regarding HID and automotive lighting in general. All of the above is only federal, your state's laws may be even more stringent ... and their enforcement of said laws subject to budgetary needs and number of accidents in which vehicles with illegal HIDs are involved.
