bought a 99 Tahoe two weeks ago, I installed a new radio due to the old stock one not working, all my connections are correct and in, but it doesn't have any power going to it is how it looks, I called the owner before me and he said the mechanic disconnected it from the wiring harness, does anyone have an idea where the harness is so I can reconnect it?

it's an LT trim with the police interceptor frame or something like that, if that helps.

Pull the radio fuse out and put a multimeter across the sockets. You should have 12vdc. On my 97, the “Orange” wire at the harness that connects to the back of the radio is the 12vdc battery power.

@YukonGTmaster I have a similar issue, the orange wire is dead which it should be 12v all the time. Does that orange wire go directly to the fuse panel?
Yes the Orange wire goes to the 10 amp fuse, at the fuse panel. It should be 12vdc, "Hot" at all times.
