It looks like the second plate is designed to put some preload into the mount to firm things up.Also has this other metal bracket that looks like it stacks on top of the the one that is there? Interestingly, the Summit page on this mount says due to the firmer mount, it may cause more vibration to transfer to the body.

That's what I do for a living, work at a packaging place that makes foam parts or enclosures that protect stuff. We make similar triangle foam blocks like that
