POR 15 is a paint product, the best thing in the known universe from what I've seen first hand.
Knock off the loose scale a bit, don't worry about getting down to pure bare metal and paint this stuff on. It will dry and be darned near as strong as powder coating and it will kill the rust beneath.
Neighbor back up north restored a 65 Falcon as a daily driver and painted all his front k-frame, control arms, etc. Years later, it looks no different..no chipping, flaking, etc.
