Anything you do on the surface will be temporary unless you can get to the back side and clean things up.Just noticed this today... I can wirewheel/sand, but repainting will never look right without a pro. This is the only spot I've seen thus far.

Im doing the wrong thing. I'm gonna sand down to bare metal and rust convert mine and then slap Z71 Style flares over it to hide it for the next couple years.
I bought mine off Ebay and had my buddy who works at a body shop paint them. I opt'd for the non textured smooth flares. Not a fan of the million bolt hole ones.Where are you finding the fender flairs? I'd like to get some for my Yukon.
