Is there a window kit available for 2000 onwards Tahoe that allows the rear seat windows to go all the way down , like on the new tahoe.
Very bad design idea having the window only going down half way to the wheel well,

I don't think the shape of the door would allow for the window to go all the way down. Look at how the rear wheel opening would interfere with the window if it went down further. It is similar on the new body, but not as pronounced and the window would have enough room to go down at an angle toward the front.

No. They designed it that way to look cleaner without the glass channel, which is found on the 2015. Personally I'd rather have the window go halfway down and look clean when up than the stupid glass channel and quarter glass
