Rear windows won't work

Recently purchased a 2008 LS tahoe. It's an old government vehicle (if the name didn't give that away) and the rear windows are disabled. I can't figure out how to reconnect them. They're both plugged in at the switches, so that isn't the problem. Any ideas?

Some have mentioned that it may be disabled in the Body Control Module and will require a reflash to fix. We enjoy the same feature in our '10 PPV. The windows work from the driver's seat, but not from the back seats, and we've check the child protection locks on the doors and the switch on the driver's switch console.

Did you ever figure out what it was my passenger side windows don't go down my seats won't move the heated seats don't work out of nowhere it just started happening
