I had the same issue with my 2013 Tahoe LTZ. I had to get the PCM reprogrammed. Now my cool/heat seats, and memory seat don't work, also, my hatch won't open. SMH
I have been wondering if the new/used engine needs programmed in the PCM but the scanner is unable to communicate with the engine.

If it was a matching vin engine and same computer then no. If the harness was off for install I would double check all the pins and maybe try blasting some compressed air in the connector and harness end and reconnect
