My right, rear seat belt in my 1999 tahoe is locked up and won't release. When it first would not retract, I took the interior panel off and got it to wind up some more and it still won't release at all. How do I get this thing to work correctly? It's not twisted up. It was initially, but I got it straightened up and it still won't release to operate correctly.
