seat bolts

I just removed all the seats, except the drivers seat, in my '98 4-door Tahoe. Some of the bolts were a pain in the rear to get out. . . those ones were coated in a sticky, goop-like substance! Anyone know if I can completely clean the bolts off? or should I just re-install them with all the stuff still on them? I want to clean the bolts, but not sure if I should take that coating off or not. So, if anyone could let me know what to do, I'd appreciate it! Thank you!

just take a wire wheel to em to get that shit off.. thats what i did. you can put locktite on em, but not necc....
