2011tahoe replied in one of the NW Regional threads that BB requires 15-20 people for an in-person meet.

I tried to get a Seattle/Portland area tune started a few months ago. I am ready for a tune on the Hoe, so you can count me in if we are counting heads.
As Macho stated, we require 15-20 people to schedule an in person tuning meet.
To generate more interest, we recommend posting up on all the forums where we are sponsors (that list can be found on our Contact Us page).
I will now add it to our list of potential tuning meet locations. I will monitor the traffic/interest on the forums regarding your desired location, but please remember to email/PM me when you've got roughly 15 people. We will then tentatively book a date.
