Hmmm
Well, rust is at a basic form, oxidation. While it's not exposed to air, gasses can dissolve in a liquid. Oxygen typically won't dissolve well in something non-polar such as gasoline, being a hydrocarbon. Ethanol however, dissolves oxygen quite readily. But being able to dissolve something depends on the interaction between ethanol and the solute. I'm really not sure how having a gasoline+ethanol mix would effect things. Then there are the detergent packages in gasoline. Then you have inevitable water contamination, present no matter what you use.
Thinking on it a little bit: Old school metal tanks could rust from the inside. So it's possible, though to what extent: I don't know.
Some of the pumps I've pulled have had *very* minor surface discoloration. Not sure if it's corrosion or deposition.
So I guess, corrosion/rust can occur even if the material is submerged. To what degree this occurs in a fuel system? I don't know. Add to that - while materials are generally either published or can be interpreted, coatings are more difficult.
