Hotchkis Garage... check ebay for the name. Basically, it's a Hotchkis store for discontinued/clearance merchandise. It's legit.

As stated above, there are several members on FSC that run Hotchkis springs... nothing wrong with 'em based on all that I've read. Very reputable company. I recently purchased a set of Eibach springs (something about buying a discontinued part bothers me, but that's a personal issue).
