Tahoe PPV Bumper Cover Mounting? Missing Mounts?

I have a 2012 Tahoe PPV and noticed today that the rear bumper cover seems a little bit loose at the center, nearby where the hole is that shows the metal bumper behind it (the space where the tow hitch is on regular Tahoe's/Yukon's). I climbing under, I noticed that on the outer edges of the bumper there are brackets welded which the bumper cover is mounted to, however on the inside of the bumper, I have two empty holes from the bumper cover that are not mounted to anything. Due to these mounts not being connected to anything the bumper cover seems a bit loose at the middle. I am wondering if this is a PPV thing or if maybe the truck was hacked up. If anyone has a PPV and could check underneath, I would really appreciate it.

That's the way it is on our '10 PPV. The bottom of the rear bumper cover has what looks like 4 mounting holes on it. The two outboard ones are all that are mounted to a bracket. The inboard two are hanging in the breeze.

Looks like our PPV was involved in a little parking lot mishap, as the right outboard mount is held together with a zip tie. :wtf:
