They're making it alot simpler here in Chicago. Lol. Working on "commuter tax." You use roads to drive into the city, you pay. Idiots.

we call those "toll booths" around here, thank fully they are only on big bridges in major cities, not like the jersey turnpike freaking got nickeled and dimmed all over the east coast

the po box thing works for some people, there are areas here up in the hills/mountains that do not require a smog inspection so people will get a po box up there and have the registration sent there then they are exempt from inspections, the dmv requires a physical address also but you can put whatever you want as a physical because the mail from dmv only goes to the po box.
