Tire Rubbing

I have 275/55/20s on my 03 2wd. The drivers tire rubs the bottom of the fender liner when turning, usually in reverse or on a hill. The passenger side doesnt have any problems. I made the mistake of trimming the bottom of the liner about 3/8" which exposed the washer jug. It still rubbed so I epoxied the liner to the washer jug with gave me 1/4" clearance. It held fine til I drove in snow. Now its rubbing again. What solutions have you guys used? I really want to lower the Tahoe but looks like it would rub even more.
