Water temp guage problem

Today I noticed that my temp guage was at 160 after driving my 2004 Tahoe for 30 min
When i put the key in the run position without starting the engine it will go up to 210 where it should be for driving for a 1/2 an hour and stay there but a couple of times it would drop back down to 160 without starting the truck. When i do start the truck the needle wil reset at below 160 than go back up to 210 and drop back down to 160 and just stays there.
Also about 2 months ago i noticed that the gas guage was stuck on E, I shut the truck off turned the key back to the run position and it worked as it should
It only did this a couple of times and has not done it since
Does it look like i need to get a new cluster?
How do you test the cluster?

No need for a new cluster. Your stepper motors that run the gauges are going out. The banner at the top of the page is a sponsor, does cluster repairs.
