Decided to pull my sharkfin and CM it today. I say that part under the bolt that the service manual calls an expansion sleeve is indeed reusable. It does not bend, at least I can’t bend it by hand so I say it’s not a “crush washer”, but just there to either spread the pressure out over a wider area or it’s for a ground plane for the antenna. And the outer rubber seal isn’t for the base-to-roof seal but instead it’s a seal for the electronics and acts as a pad against the roof otherwise it wouldn’t have a gap at the rear. It has a groove that the plastic cap goes into also. The base-to-roof seal, the one that keeps water from entering the cab, is the inner one that surrounds the hole. That makes sense since that’s where the pressure from the bolt and expansion sleeve is. I think if the outside rubber was the seal for the water entering the cab there would be at least 2 fasteners holding the base down so the pressure would be distributed at both ends.
