Torsion bar bracket? That is not good, if I see it right.

Take it to a body/frame repair shop for a checkout. It may only require a simple weld to repair.

Maybe a cross member would be a name for it also.
Be careful if you are going to attempt a repair. There's a lot of potential energy stored in those bars. I haven't personally replaced one, but I'm pretty sure you need to release all the torque on both bars to do any sort of service work that involves that cross member.
