What is this???

Got out of the Tahoe today and looked back and noticed something hanging down.... no clue what it is. This is by the driver side rear tire

That is a vent that belongs up by the filler neck. It is for the evap canister vent valve solenoid under the back of the truck.

Has it become disconnected or just dang dangling because it's it come lose from a bracket?

you should be able to just stick it back up there or zip tie it

Very welcome.

No bracket... as @Doubeleive said.... it just zip ties up around the other hoses up by the filler neck.
