Yukon spare tire hoist

Had a flat tire today on my 2015 Yukon. Picked up what later proved to be a piece of utility knife in the tire and watched as the tire pressure quickly decreased on the dash monitor. Of course it was pouring Down rain too.
I read the changing process in the owners manual before starting changing the tire.
When I tried to lower the spare I ran into a problem.
I removed the lock with the key, but when I tried to insert the shaft to lower the spare it was blocked by a piece of plastic at the bottom of the plastic receptacle. It looked like there was some kind of sleeve that should have come out with the lock. I had to damage the plastic receptacle to get the shaft to go down the tube and engage the hoist.
Has anyone experienced a similar problem?
