They look painted to me as well. If they were painted, you could feel the raised paint around the brake light (lower red portion) the chipping on the light also leads me to believe they are painted. It is pretty hard to tell by the pics though.
Is it just blowing cold air, or is it just not functioning period? Mine would only blow cold air but all my functions worked like floor to overhead and speed. I was just not getting it to produce any heat.

The wire probably got disconnected in the gear shifter. Its a pretty commmon problem in these trucks. For whatever reason there is very little slack and they tend to break the connection.
Retrofit meaning installing aftermarket projectors for use with HIDs for the best light output. Not necessary but a great mod for sure. These lights are pretty easy to retrofit to since it doesnt require pulling the headlights apart.
Looks good!. I agree on the Z71 rack. I think it might look a little cleaner if the grille surround was all white and you just did the honey comb in black and maybe do the gmc emblem in white to break it up. Just my opinion :)
I would do 2 and see if grille flows with the side moldings. If not, then just peel the black on the grille and PD it white :) the black side moldings might look out of place if the whole front end is white IMO
