The motor side is splined, but the arms are not. The new arm did not have splines either, but they are tapered.

Got around to swapping on the new arm and blade. Old arm didn't want to come off until I gave it a couple taps with the handle of a screwdriver and then it popped right off.
I'm not sure, this is only the 2nd one I've lost in 4 years. But I assume replacing the arm will help hold the blade better. ♂️

The horn is usually a single brown wire with a black plug. It'll be unplugged and one end will have a wire tapped off of it leading to the police electronics.
You'll find it under the center stack part of the dash. Probable need to remove the front covers...
