I think this is due to an isolator bushing for the petal. Mine has been doing it for years. Bugs the Sø˙† out of me. But, its the wife's truck and she is oblivious. I'd try to fix it if I could ever get it from her.
When you lower the front with TB's it creates negative camber and toe out. The only way I know to fix it is to get it aligned. Set the hight you want then have it aligned.

I tried replacing the shocks with beltech's Nitro Drop 2's and they were toast after 1 month. Like I said, the ride got better after putting the stock shocks back on. From what I have heard, they outsource the manufacturing of the shocks and the quality control isn't there.
