i do believe that key on will make the pump cycle to build pressure to fuel rail
if you are worried that something in the pump is cutting out, just check how many volts go to the pump (likely 12v) and apply 12v to the pump and it should run for as long as you have power applied.
this is how guys drain tanks with the fuel pumps.
