I am only getting 1.0 vdc on terminal "S" in the start position. Solenoid clicks but won't engage. I have replaced the battery, ignition switch, starter and ignition relay, and starter, ground connections cleaned. Same problem. Has anyone solved a problem like this?

Yes, many have solved it.

Try doing a voltage drop test. You may have a bad positive or negative cable, or a bad engine-body ground.

There are also ways to bypass the starter relay; g00gle it.

Thanks for the reply Sam! Your voltage drop suggestion was spot on. I connected a jumper cable directly to the starter body to the negative battery cable. It started right up. To verify and isolate the problem I did a voltage drop test on the negative battery cable to the block ground termination, Bingo. It took some work to get to that termination but after cleaning it up and applying some dielectric grease to the block and terminal, the problem was solved. I appreciate getting me steered in the right direction. This also illuminates the importance of checking grounds and voltage drops before you start spending money on batteries, starters and the other components that keep these babies going! Much appreciated!
