So I've had 2 dealerships claim that they are unable to provide a quote until they submit the build to GM and the order is invoiced. They didn't require me putting down a deposit. Does that make sense?

What's to stop me from saying, "Yeah, I'd like to order a fleet of 200 of the exact same build and never taking delivery?"
The GM order process is not great or consistent from dealer to dealer. In early ‘22 I put in an order for a Yukon XL at Robideaux Motors in Idaho along with a $1K deposit. On my build sheet the sales lady wrote down “lock in this price” and circled the price at the time of ordering.

Long story short I waited almost 9 months and it still wasn’t getting built so I started looking at incoming inventory and found what I was looking for at another dealer.

I got my deposit back and then a few months roll by and I start getting emails from GMC that my Yukon is getting built, then another email it was delivered to the dealership. Robideaux never cancelled the order and ended up selling it to someone else - but the order still had my contact info attached to it.

A dealer that isn’t taking a deposit from you likely isn’t going to lock in the price. I don’t believe GM has a “process” for deposits, locking in the price, etc. so it’s going to vary based on the dealerships practices.
