That is why. Times are not the same as they were in the 70's. Back in the 50's harley Earl drove all of the concept cars on the road.

You know they take cars off the ASSEMBLY line AFTER they get a VIN and send them to the specialty vehicle department where they get modified right?? Ever been tot he Shelby plant in Vegas?? That is exactly how it works there ...
I live 15 miles from the old Ford Proving grounds, now Mopar/Harley Davidson proving grounds. I see specialty/one offs/pre production/call it what ever you want vehicles literally every day here, they are all camouflaged with black body panel covers and they all have plates.
Listen, these are not factory concept cars. I am done arguing with you because you have nooooo idea what you are talking about. If they send a car to Lingenfelter or Slp or shelby or who ever......those are not concept cars. Get a clue and figure out what we are discussing here.
Also, a manufacturer driving a camouflaged concept car with manufacturer plates is not the same as an everyday person driving one. Those vehicles do not have vin numbers.
