air blows only sometimes?

so, the "free fan", aka when you have the fan turned off, and put the temp. on hot or cold, only blows from time to time. i hear it go off in the dash a couple times when im driving. whats the dealio?

was the last mode you used the recirc mode, not the "fresh" air? if the mode motor is still in recirc, it seems like it wouldn't pull in the "free" air as the trucks moving. i do not have enough experience with my truck to know if the mode motor resets when you shut it off.
