I checked with "a guy I know"... you can actually get these panels, for in doors etc etc. They are kevlar panels that can be installed. (they appear to be available factory, per special order, but also after market.)
They are used by vehicles in use by protective forces, and have decals for them in the doors too.

It apparently is not a common thing.

Some of them come really "tricked out" too... but are never put up for resale.

These are not "street legal" vehicles anymore, from what I heard, though.

Damn! I'm intrigued now. Pretty damn cool. I wish I had some inside knowledge on these things.
