I checked with "a guy I know"... you can actually get these panels, for in doors etc etc. They are kevlar panels that can be installed. (they appear to be available factory, per special order, but also after market.)
They are used by vehicles in use by protective forces, and have decals for them in the doors too.

It apparently is not a common thing.

Damn, I should've taken a pic. Badass looking ppv too. For sale at a dealer too.

All special order, or after market, some have gun racks, some even have "fire arms" installed, in specially converted SSV suburbans. and lots of surveillance stuff and electronics.

These are not "street legal" vehicles anymore, from what I heard, though.

Unless the equipment was pulled out, I'm guessing.
