These systems can be tricky. I wouldn't try to hotwire it. Could potentially screw something up down the line. If you aren't able to get a scan tool or try the "jack-up-and-lock" method, then I would just take it to a shop. I don't think it would be too expensive at all.

Vacum bleed them and they still suck. I don't know... I am at a loss as to why I can't get a decent pedal in this thing.

Got it figured out. Wow after f'n around with this this I finally found the problem. Now I don't ever remember having to do this to other drum brakes but it seems that even though I made sure when I put them on that the shoes were good and snug enough to rub up against the the drum and the brakes were bled at the time it seems they had a bigger than expected wear in period. I readjusted the drums because they had a tad of slack in them and now I have a full firm pedal. So I am ready for the trip down to the keys and will feel alot better now. I also installed my Helwig helper springs and Helwig rear sway bar so I can't wait to put the boat on the back and see what she feels like.
