Fuel Pressure issue?

Is this the same procedure for a 1996 CFI? Mine is having issues too, but I had a new pump installed in January of this year. This is my pressure while idling, seems low. It won’t start without starting fluid and chokes ******* the hills.

It’s the same for 96. If it only starts and runs with starting fluid, it sounds like a failing pump. Or maybe a voltage issue or some restriction at the pump inlet that is reducing system pressure.
