HELP! No power on control side of fuel pump relay

My 1998 wouldn't start when I was running some errands the other night. I thought it was the fuel pump, but apparently I was wrong. This vehicle is from the Dallas TX area and is in beautiful shape body wise, no corrosion, even now after 3 winters in N.E. Ohio. I used fluid film on it the first year I had it. It has 184K miles and it looked, and sounded, like it still had the factory pump. It had been getting louder and louder over the past few weeks, so when it wouldn't start, and I didn't hear a whine with the turn of the key, I figured the pump finally gave out.

Well, I replaced the pump and it still wouldn't start, no whine at all. I started looking at the relay, replacing it as well. Still no go. I found a few YouTube videos and how to do some simple diagnostics and found I have NO power on the control side of the reply housing (pin 87). If I jump from the load side (PIN 85) to the pump feed (PIN 30) it pressures up just fine. What should I be looking for as far as the computer or control module?

Is it as simple as replacing the ECM?

the signal fom the pcm is actually a ground switch so check with your + probe on a hot 12 volt source and the - probe on the pcm connection for the relay. when you turn the key to prime and there is no 12 volts on the voltmeter the pcm will have toi go but the new one must be program with your vin, drivetrain type setup including tire size, gear ratio among some other things.

Yeah, It was the PCM and I found one in a junkyard for 35 bucks with the same service number and had a local guy who used to work for a dealer as a service manager reprogram, set crank posit. and security features. It runs great now.
