Ya I am sure that it was on properly. But anyways...
My brother has a TBSS that has the same OPS and I swapped them today, and his made my gauge work and mine made his gauge not work. So I ended up buying one today at the parts store, and now the gauge works. Too bad I didnt check this earlier, but I put a brand new one in it, so I figured it would have worked, but it didnt. All fixed now.
