This shouldn't be any secret information but, that box on top of the vehicle is something that I've seen very similar to what the military uses. Its just a "private (govt) network navigation and vehicle tracking and mapping system".
I see a reinforced frame on the roof with some antennas on the corners for their cb style radios. that and what look to be rear windows that open to fire out of, I'm thinking its a minigun back there. Of course it really could be just some standard rack system they get on everyone of their vehicles so they can move their equipment around on their own.
