key fob problem

Two days ago I bought my 03 tahoe that came with a new fob that just needed to be programmed. I followed the correct procedure on programing it to the truck but after finishing the process the fob does nothing. Could it be the fob or is the issue with the truck? Thanks in advance!

After holding the lock and unlock buttons down for 15 seconds did you turn the key to the acc position?

I turned the key to the run position after the locks responded, which took a couple minutes, not 15 seconds.

The procedure is:
1- Get in, close door, key in ignition, ignition of

2- Hold door lock button on door panel, while holding button down, turn key to run-off-run-off-run, (do not start your engine), the door locks should lock and unlock to signal your in the programming mode

3- Release door lock button,

4- Hold the lock and unlock buttons on your key fob until the doors lock and unlock by themselves. Do this step for each fob you have

5- Turn ignition off.

You should be done.
