if you plan on painting, that would be more than $1000, that's for sure. might I suggest a few decals. You can go to any auto or audio/video store, or a custom work shop that specializes in visuals. You can get a big sticker (also named a decal) of an arrow on your hood. Same with the horns and you can place those on the front fenders.
As for the lift, I'm not to educated in that field but there are a few different types of lifts, (body lift, suspension lift, blocks, keys, etc.) But the lift will be expensive. You'd need to change the gears to accompany the higher ride.

Daym, a 1000 just for paint. Is there anything wrong with me just buying paint and a spray gun to hook up to a compressor and do it myself?

which part because the lift is typically normal. Paint job isnt so bad even though its not normal to get an arrow on a car. But everyone has their weird paint job dreams. The swivel seats ill admit, they might be one of a kind, but HOW COOL WOULD THAT BE!?

Hey, let the kid be........ if he want's a 98' Flying Appa more power to him...hahahaha. I'd go with real horns for sure and mount them on the bumper or get some nice longhorns for the hood!

If I were you I'd do just what you said, tape it off yourself and spray it. No sense in spending a bunch of money for a pro to do it not to mention there is a good chance you'll want to change it sooner than later as your "ideas" change so you can spend the money then to have a pro paint over it or you can go decal, which is not a bad idea.

We all have crazy ideas when we are young. When I was 16 we all dropped acid and colored my 69 Chevy Snubnose van with magic markers!

The paint theme is just kind of weird. And tbh you can forget about the swivel seats. A custom shop is gonna charge you a lot of money for that IF it can even be done.

1. Custom paint job.
- - Call me a nerd but I want to name my truck "Appa" after a show called avatar: the last Airbender. He is this big 10 ton kick ass flying bison that they use for transportation. So I just want to get a simple arrow pained on the hood of the car. How much money would you estimate this paint would be?

Congrats on getting your drivers license and getting your first truck. Your gonna like it, especially if you get the performance mod bug. Nice "Appa" analogy. It fits.

I can only help with #1.
Don't get the arrow painted on. Go to any commercial sign company and give them a usb thumb drive containing your graphic(arrow). They will make up a vinyl graphic to what ever size and color you want. Should be less than $100 if you install it yourself. $40-$50 to have it installed. Slap it on your hood and your all set, and if you decide to sell your truck, use a heat gun to remove it.

Hell, you could even have vinyl stickers of the real "appa" made up for your doors!
