New Tahoe stuck 4wd high

i just bought a 98 Tahoe with 144k miles in decent shape for $1500. Just needs some stuff fixed.i redid all the brakes and now on to the 4x4 issue.It was stuck in 4 hi when I gt it and it sat for 2 years.After doing research I replaced encoder motor with a dorman unit and no go.it used to blink then go right back to 4hi with old motor now in neutral it just blinks whatever you select.i pulled fuse to try and reset system and no go.any diagnostic help would be greatly appreciated -Ken

Had "service 4wd" light on when encoder motor was disconnected and when old motor was in.the light is off but it won't shift t case out of neutral

Neutral light is red,if I select any other option it just blinks and does nothing and truck remains in neutral.i pulled motor off and put it in 2hi.im going to take it to shop I deal with and let them hook it to snap on scanner.

It's like it's trying but something not cooperating.I figure shop can do more than me with scanner

I did check both fuses,I hear module click as well but I've done all I can at this point except throw parts at it which I won't do.thanks for the help I'll let you guys know what I find.just ran all new hard brake lines,calipers,pads,rotors,wheel cylinders,shoes,all new rubber brake hoses,new waterpump,new hoses,new idler/tensioner pulleys too.i have a 2 chamber muffler to put on yet and 1.5" lift blocks and t bar crank to give the brand new 285s some more room.i also need to change all the fluids so it's good to go

if you want you can check the power out put of the the module to the motor and brake if you want but you will need a voltmeter. let me know and i can post the diagram.
