Not sure what you mean by "sticks at ~40psi" ? What should the gauge do when key is turned on but engine is off?

If you put the key in the on position the oil pressure should be at 0 because the engine isn't running, if it reads anything other then 0 you have a bad gauge, sending unit, etc. my OBS Tahoe would read 40 with the key in the on position

It should drop down to zero. If it is showing any pressure with the engine off the oil pressure sensor is bad. Mine showed 40psi with the engine off, at idle, or under load. Others fail more dramatically and show 80+psi at all times.

Now my new sensor shows zero with the key in run with the engine off, ~30psi at idle, and ~50 under load.

I see what you mean now. I know on some vehicles gauges start out in funny positions before the engine is started.

good rule of thumb is 20-40psi at idle (hot/cold) and rising by ~10psi per 1000rpms.

the motor in my GTO was setup a bit loose and it does 38psi cold and drops to around 16-18 at hot idle but by 7000rpm its at 75ish. its been running that way for ~8 years without issues.
