I'm sorry.........you're correct. You're not missing #25, you're missing #12. I just went out and looked at my truck. There are two of them. One in each corner, then the bottom of the bumper bolts to them with a total of 4 of those small 7mm-headed bolts.

I purchased a similar Tahoe this month as well. But I got mine directly from the government and knew where mine came from. Mine was a supervisors.
