I highly doubt you are getting a 12vdc shock. Its either static electricity caused by the dry winter air and friction of your ass and back going across your seats or you have an alternator that has diodes leaking A/C current to your battery and power distribution system. Your alternator actually makes A/C current and its the diodes inside it that convert the a/c to 12v dc. Check your batter with engine running while meter is set on AC voltage. What does it show? I have also seen a bad ignition coil that refused to open up but did partially short to ground and energize chassis ground with high tension spark plug voltage but that was on a 79 Chevy 1/2 ton with HEI.
