Possibly a stupid question, but one I need answered

I cannot find a reason for this strip of (lights?). Whether I am in Park, Drive, or Reverse, day or night, they do not do anything. I was thinking they might be some kind of reverse light, but they don't light.

Considering they only light up when you apply the brake pedal, have you backed up to a window where you can see your brake lights on? Or have a helper press the brake pedal and look yourself? If they do not work then 95% chance there just burnt out, in which case you will have to replace it. It's not serviceable.

DOT mandated starting in '86 for cars and '94 for light trucks.

Not to be too harsh, but how can anyone not have noticed something that lights up in one's face in traffic and has been on nearly every new vehicle on the road for over three decades?
