You can just brush it or shoot it. I brushed mine on and it dried smooth and is guaranteed not to chip off.

I had the same thing on my 00 Tahoe. I scrapped/sanded away any loose rust, sprayed it with rust converter and painted it. I did this about a month ago and the rust is already coming through again.

I found rust on the inside seam of one of my 02's rear doors. I showed it to my buddy who owns a body shop and he said its because GM stopped using seam sealer (like they used to). Because its in the seam there isn't really anything that can be done- can't do a proper media blast to get it all out. I was surprised as mine is a southern truck and I haven't found it anywhere else. He said don't worry about it. If it becomes a problem or I paint the truck I'll get another door. Kind of a bummer finding it though...
