BTW, how do I let everyone know how to solve a very strange instrument cluster issue I fixed the other day?

It appears that you tested the pumps by connecting them directly to the battery 12 volt source. I am assuming that you disconnected the pumps' electrical connectors on the pumps' electrical connector pigtails. While you had the connectors apart, did you check the other end of the connectors to confirm that you are getting 12 volts to those connectors, when the pump switches are activated?
Ah, got it, the windshield wipers are working and that fuse is good but no power to motors. Could that relay still be bad?Not sure if your underhood fusebox is the same as mine, but have you checked/swapped the relay there?

Roger that, thank you sir, I’ll take a look at that relayIf yours is like mine, the wiper fuse is in the instrument panel fusebox, inside the cab. The washer fuse and relay I pointed out are in the underhood fusebox/power center.

Those have been checked and are good, the wipers work when both switches are activated but the pumps aren’t getting powerSo check this one in the underhood fusebox:
