Mine did the same thing for about 3 months, until I crawled underneath to check...
I'd added a few extra leaves to the rear packs, and had to put a new bolt in to align the leaves. Apparently, I didn't think to use a grade 8 bolt, just used whatever I had (standard 3/8")... and my leaves were shifting whenever I came to more than a rolling stop. When I realized what it was, I disassembled the pack, and found the bolts were bent into an S - luckily, they didn't shear completely. Even though my u-bolts were as tight as I could possibly get them (using an 18" breaker bar), no doubt one side of the axle would have slid enough to have something catastrophic happen while I was doing 70mph...
I opened up all the holes in the leaves to 1/2", and used a Grade 8 bolt to align them. Problem solved.
