What is the gap measurement between each jounce stop? The more you twist the bars the further away from the jounces you'll be.

If you're cranking the torsion bars more and less with no change you could have another problem.

There is a change when I crank it higher just not much, when I lower them there is definitely a change

Right and when you lower you should then be making contact as designed. When you add tension the gap between the jounces should then be filled to allow proper suspension/handling. If you measure the gap you can drill and fill with whatever thickness you need to bring suspension back under control.
