these rental company's are well aware of what people do with there vehicles, if you bring it back with a dent and your insurance covered it while you were driving it, then it just goes thru the claim's process like normal, you pay your deductible and everyone has a nice day, the particulars of towing are perhaps a bit more complicated but if it is repaired and no one was injured you have little to worry about.
for instance if you were towing and it broke down and you know you were not "technically" allowed to tow? well you use your brain and call a tow truck on your own with your own roadside or credit card or whatever, you don't call the rental company and say hey my dumbass was towing and I need assistance,,,,,,,,
you get the tow situation taken care of then call and say it broke down....
is there is a risk? yes
is it a high risk? no
short trip less risk, long trip taking it hundreds of miles increased risk
